Q. If my company does not work aboard US Navy vessels, must I use a certificated Marine Chemist to train my shipyard competent persons?

A.  No, while a marine chemist may better communicate some aspects of the responsibilities of a shipyard competent person - OSHA does not require an employer to use Marine Chemist.  NAVSEA Standard Item 009-07 requires contractors personnel to attend classes taught by Certificated Marine Chemist.  Additionally,  Item 009-07 also states that the initial class must be a minimum of 24 hours long and the refresher class must be 8 hours long while OSHA provides no minimum hours of required training.  
 
Q- Who designates a competent person and what must they know to be a competent person? 
 
A- The employer designates competent persons and minimum knowledge and abilities that a shipyard competent person must possess is provided in Title 29 1915.7 (c) criteria.
